3. Overview of the possible impact of the project on the environment
(1) Water environment
In the initial stage of the project, the rainwater, tail gas treatment wastewater and workshop ground flushing water are pretreated together to reach the maximum allowable emission concentration limit of the first type of pollutants before entering the sewage station in the factory area. After the sewage station treatment reaches the acceptance standard, it is connected to the municipal pipe network. Later, the rainwater is collected by the rainwater pipe network of the plant and then connected to the municipal sewage pipe network; the waste heat boiler soft water concentrate and boiler sewage, cooling circulating water, laboratory wastewater, and domestic sewage The sewage treatment station in the factory area is connected to the municipal sewage pipe network after the treatment reaches the standard, and the water quality of the treated water shall comply with the third-level standard of the "Integrated Wastewater Discharge Standard" (GB8978-1996). The 35mg/L and 8mg/L stipulated in the Indirect Pollutant Discharge Limits (DB33/87-2013), and finally reached the "Pollutant Discharge Standards for Urban Sewage Treatment Plants" (GB18918-2002) by Jiande Sanjiang Ecological Management Co., Ltd. ) and then discharged to the "Qiantang 161" section of Xin'an River (the "Qiantang 161" section implements the "Surface Water Environmental Quality Standard" (GB3838-2002) Class III water quality standard). In conclusion, the project has little impact on the water environment; the groundwater quality of the project site is relatively good, meeting the requirements of Class III groundwater quality. As long as the construction unit actively implements the corresponding prevention measures and strengthens management, the project has limited impact on the groundwater in the site, and the impact on the area is not obvious.
(2) Atmospheric environment
According to the analysis of the forecast results, under normal working conditions, the short-term concentration and long-term concentration of each pollution factor emitted by the project can meet the corresponding environmental quality standards; other projects under construction and environmental background After that, the short-term concentration and long-term concentration of each pollution factor discharged by the project can meet the standard rate of daily average concentration and annual average mass concentration of the guaranteed rate or the short-term concentration quality requirements. According to the analysis, there is no need to set the atmospheric environment protection distance after the project is implemented.
(3) Noise
There are no sensitive points within the scope of noise assessment of this project, and the noise source of the project can meet the requirements of Category 3 of the "Environmental Noise Emission Standard for Industrial Enterprises" (GB12348-2008) after taking sound insulation and noise reduction measures. The influence of the surrounding environment is not obvious, and it will not change the function of the regional acoustic environment.
(4) Solid waste
Based on the strict implementation of various solid waste disposal measures proposed in this EIA, the solid waste of this project can be temporarily stored and properly disposed of in a standardized manner, basically achieving zero discharge and no obvious impact on the surrounding environment.
(5) Soil environmental impact
The plant where the project is located and the road surface have been hardened with cement. Blocked by the plant and fence, the ground overflow generated by the leakage can be controlled within the plant and will not affect the soil basically. After the enterprise implements the groundwater zoning anti-seepage measures, there will be no vertical infiltration impact. The enterprise is not involved in the emission of persistent organic compounds, and the exhaust gas emission is small, which is absorbed by the surrounding greenery through atmospheric diffusion, and has little impact on the soil environment. The EIA believes that the soil environmental impact caused by the project is acceptable.
(6) Accident risk
According to the accident risk impact analysis, the types of accidents that may occur in this project include fire and leakage accidents. After the implementation of various risk prevention measures, the probability of environmental risk accidents that may occur in the project is small, and the impact of accident consequences is small; after the completion of the proposed project, the construction unit should entrust relevant professional technical service agencies to prepare an environmental emergency plan, and report it to the local environmental protection Competent departments for the record, and regular training and emergency drills. In general, the risk level of this project is acceptable.

5. Basic conclusion of environmental impact assessment
According to the assessment conclusion, the project conforms to the industrial policies of the state, province and city.
